ELED 311 - Understanding Washington State Tribal History, Culture, and Government: Since Time Immemorial Curriculum This seminar is designed to provide teacher candidates with an understanding of “tribal sovereignty, history, culture, and treaty rights” through the Since Time Immemorial Tribal Sovereignty curriculum as mandated by Washington State law (RCW 28A.320.170 & SB 5028). Washington’s common schools are to use the Since Time Immemorial (STI) curriculum offered by the Superintendent of Public Instruction (OSPI) through the Office of Native Education (ONE) to support the understanding of tribal sovereignty and history of federal policy toward federally recognized tribes.
